亞齊海嘯博物館在致力全球減災中的角色

Indonesia’s Aceh coastal areas were badly hit by a devastating earthquake registering 9.2 on the moment magnitude in late December 2004. As many as 3000 villages and urban communities have been destroyed or badly damaged with a greater number of dead (almost reaching 250,000 lives), lost, wounded and dislocated people than all other regions and countries. This has become the most lethal natural disaster in the history of humanity and modern times. Consequently, unprecedented devastation has resulted in unprecedented global response and sympathy in assisting the impacted people. Many global lessons learnt have been adopted and followed up to build Aceh back better. These knowledge-based lessons should be maintained and explored as important lessons learnt of future modern generations at museums/research centers.
Built during the reconstruction of Aceh, Aceh Tsunami Museum as a symbol of strength and resilience of the people of Aceh during the devastating disaster and an international Tsunami research center, will be a fundamental media for remembering and conveying the stories of survivals in the forms of museum facilities, oral story-telling, films, images, artifacts, music, cultural events, monuments, Tsunami heritage-based tourism and artistic works. Such activities substantiate and communicate local histories and experiences, deepening our understanding of the bonds between ourselves and the meaning of the co-existence with nature. Sharing such stories also increases our awareness of protecting the environment, while strengthening reconstruction efforts and generating a sense of solidarity. Preserving and disseminating real live stories and lessons from the experiences of disasters is an invaluable activity for larger society.
Now Aceh Tsunami Museum with its present challenges has served as a means of education and reconstruction in preserving and disseminating the real live stories and lessons from the experiences of disaster responses. Nevertheless, a solid museum management with credible staff needs to be soon established in order to satisfy visitors’ demands and expectation towards future disaster risk reduction efforts. A strong commitment of both governments and global community is therefore critical in order to widely promote our museum as a global disaster museum.
Building a closer partnership with other world’s best similar museums like 921 Earthquake Museum of Taiwan in Taichung, Taiwan, Disaster Reduction of Human Renovation Institution (DRI) in Kobe, Japan, Wenchuan Earthquake Site Museum in Sichuan, China and many others is also crucial in order to help strengthen the museums, unite the survivors and facilitate mutual learning as an open source of the knowledge-base information and scientific approaches and exchange the experiences on the management, exhibition and disaster risk reduction management of future disaster threats. “Past Tsunami should not remain as it was, but it should be a learning of future disaster risk reduction”.

  在2004年的12月下旬,印尼的亞齊海岸受到一場規模Mw9.2毀滅性地震的嚴重襲擊。多達3000個村莊和都會社區遭到摧毀或嚴重損害,罹難(近25萬人)、失蹤、受傷與流離失所人數遠高於其它國家與地區。這起事件是人類近代史最致命的天然災害;空前的毀滅同時也引發全球對受難者的空前響應與同情,而亞齊也在許多全球性經驗採行實施之下恢復得更好。這些以知識為基礎的課程教誨應好好維護,並且開發成為未來新世代在博物館與研究中心學習的重要教誨。
  亞齊海嘯博物館建立於亞齊重建期間,它象徵亞齊人民在毀滅性災害中的強度與恢復力。這座國際海嘯研究中心將會是一個基本的媒介,以博物館設施、口說故事、影片、影像、人造物、音樂、文化事件、紀念碑、海嘯遺址旅遊、以及藝術創作等形式來記住並傳達倖存者的故事。這些型式的活動闡明並溝通了在地歷史與經驗,深化了我們對於自身與自然並存意義之間的連結。經由分享這樣的故事,不但強化了重建的力道與產生團結感,也增進了我們環境保護的意識。如此從災害經驗中保存與傳播真實生命故事與教誨,是大社會當中的一種無價活動。
亞齊海嘯博物館現階段正在挑戰擔任這樣一個教育角色,以從災害應變重建中保存與傳播這些生命故事與教誨。然而,必須盡快建立一個紮實的、具有信賴員工的博物館管理,以滿足觀眾對於“降低未來災害風險”這樣目標的需求與期待。因此,政府與全球社群兩方的強烈信念就顯得很緊要,才能將我們的博物館推廣為全球的災害博物館。
  與世界其它相近的博物館,像是臺灣的「921地震教育園區」、日本的「人與未來防災中心」、四川的「汶川特大地震紀念館」以及許多其他博物館,建立一個緊密的夥伴關係也很重要,這可以幫助強化博物館、聯合倖存者、並促進交互學習,以知識為基礎建立一個資訊與科學方法的開放資源,並且交換管理、展示、與未來災害威脅減災管理方面的經驗。
